Comcast is one of the leading isps that have started to target the bandwidth sucking applications like Bit torrent by limiting the amount of bandwidth available to these applications.Comcast justifies that this is necessary to ensure that a handful of customers do not gobble more that their bandwidth allocated quota and consequently slow down the speed for the other users.
